the new Clause XIV the Governor is empowered

to make a provisional appointment whenever the

seat either of an official or an Unofficial

Member becomes vacant, as well as on resignation,

and also whenever any person is

temporarily holding more than one ex-officio

post.

4. You will observe that the new Royal

Instructions take effect from the date of their

receipt in hong kong.
